The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Temporary event means any gathering of groups or individuals for the purpose [of] entertainment, contests, performances, or other public gatherings on a one time or occasional, but not regular, basis.
